Hong Kong · Institutional settlement infrastructure

Settlement infrastructure that institutions can own.

Vetrapay builds the cryptographic signing server — and the wallet, ledger and settlement software around it — so banks and payment institutions hold their own keys, settle across borders in minutes, and retain every control their regulator expects.

Founded 2025 in Hong Kong. Serving licensed institutions outside mainland China. Not available to retail customers.

01Why now

Cross-border money is moving on-chain.

Correspondent banking was designed for a paper world. Three changes have made an on-chain alternative viable at institutional scale.

01

Correspondent banking is slow by design

Payments traverse multiple correspondent tiers. Funds land in T+1 to T+3, fees are deducted in transit, and reconciliation remains largely manual.

02

Liquidity sits idle in pre-funding

An estimated US$5 trillion sits in correspondent pre-funding accounts (Oliver Wyman × SWIFT) — capital that earns nothing and is carried on the balance sheet.

03

The rulebook has arrived

Hong Kong’s Stablecoins Ordinance and the EU’s MiCA are in force; the US GENIUS Act takes effect by January 2027. Licensing is becoming the baseline, not the exception.

The question is no longer whether institutions settle on-chain — but whose rails they build on.

02The platform

Three layers. One institution.

Most vendors stop at keys, or at wallets. Vetrapay builds the full path — from signing authority to settlement finality — on infrastructure you host and control.

01

Cryptographic signing server

Hardware-rooted key management: Intel TDX trusted execution, an optional FIPS-certified HSM and threshold signatures for multi-party control. Private keys are generated, stored and used inside your own environment — and never leave it.

02

Institutional wallet and ledger

Hot and cold tiering, multi-level approvals, merchant fund pooling, treasury transfers and on-chain exposure monitoring. A four-state sub-ledger — available, reserved, in transit, confirmed — that finance and audit can read directly.

03

Settlement layer

SWIFT-compatible ISO 20022 messaging with on-chain peer-to-peer settlement. On-chain confirmation constitutes settlement finality, and every instruction is bound to its transaction hash.

03How it works

Your clients stay in fiat. The chain stays backstage.

A cross-border payment still begins and ends in local currency, with licensed institutions on both sides. What changes is the settlement layer in between.

01

Fiat in

The payer’s funds sit with a licensed bank or payment institution, exactly as they do today. The end client opens no new account and faces no new counterparty.

02

Convert, compliantly

Stablecoin positions are bought, sold and managed through a Hong Kong-licensed virtual asset trading platform. Vetrapay supports the workflow; the licence remains with the licensee.

03

Settle peer-to-peer

Value moves directly between two licensed institutions, in minutes, around the clock. Vetrapay holds no funds and no keys in transit.

04

Fiat out

The payee’s bank receives local currency. On-chain confirmation is the settlement event, and the message carries the hash.

Vetrapay settlement layer · hash-bound instructions · no funds or keys held in transit

No pre-funding. No correspondent tiers. No change to how your treasury team reads a statement.

04Who we serve

Built for the licence you already hold.

Banks

Digital-asset operations and cross-border settlement that stand up to regulatory review, internal audit and board scrutiny.

Payment institutions

Corridors where a day of float is not an inconvenience — it is the business model.

Asset managers

Self-custody of digital positions without building an in-house cryptography team.

Licensed trading platforms

Conversion and liquidity rails that connect cleanly to institutional payment flow.

05Compliance by design

We drew the boundaries before we built the product.

Vetrapay is infrastructure, not a financial intermediary. The limits are structural, not policy preferences.

No custody, no client money

Client assets and keys stay inside the institution’s environment. Vetrapay never takes possession of either.

No issuance, no circulation

Vetrapay does not issue stablecoins and does not serve retail customers.

Licensed conversion only

Digital-asset conversion runs through licensed platforms in Hong Kong, under KYC/AML and Travel Rule obligations — never through an unlicensed desk.

Hong Kong entity, Hong Kong IP

The operating company, core research and development, and intellectual property sit in Hong Kong.

Overseas only

No services to, and no business from, mainland China. Institutional clients only.
